Horse Racing Ireland Complaints Procedure 

Owners registered with HRI, including syndicate shareholders and club members are bound by the HRI Directives, Rules of Racing, the I.N.H.S Rules of the Irish Horseracing Regulatory Board (IHRB) and the HRI Owner Eligibility and Right to Appeal Policy. The conditions of owner registration and the maintenance thereafter are outlined in Directive 15.  .

HRI maintains a register of racehorse owners for the administration of horse racing in Ireland. Owner registration is not legal confirmation of ownership.  HRI advises owners and trainers to ensure they have a trainer / owner contract in place, a lease agreement if applicable and an agreed code of conduct with co-owners, including but not limited to fellow members, shareholders, partners and agents.  HRI disputes policy is outlined in Directive 13.

All complaints to HRI must be made to Horse Racing Ireland in writing. Supporting documentation should be provided where applicable. Complaints will be treated in the strictest confidence.
